The country I’m from I have a criminal record. I do not have to sit in jail time unless I commit another crime.

Can I apply for Green Card?

It all depends on the crime you committed. You should know that many crimes that don’t involve fraud/deceit, violence, controlled substances, and do not implicate “moral turpitude”; such crimes may not necessarily be a problem in the context of U.S. immigration law.
We suggest to gather your certified copies of criminal documents and show them to a good immigration attorney who will analyze them for you

Applying for citizenship will not work. But for Green Card in some cases it will.
